"Demokratisierung und Dezentralisierung sind zentrale Ziele der gegenwärtigen Entwicklungspolitik. Namibia hat diese Zielsetzung aufgegriffen und zumindest formal umgesetzt. Die kritische politische und wissenschaftliche Diskussion entzündet sich vor allem an der Frage inwieweit auf der nationalen Ebene Demokratie tatsächlich verwirklicht ist. Dieser Beitrag nimmt dagegen die Wirkung von Demokratisierung und Dezentralisierung auf der lokalen Ebene in den Blick. Im Zentrum steht dabei die Siedlung Hoachanas im abgelegenen Süden Namibias. Hoachanas war weitgehend von der formalen Verwaltung Namibias abgeschnitten und unterstand einer traditionellen Autorität. Im Rahmen der Dezentralisierungspolitik sollte die Siedlung durch die Errichtung eines auf demokratischen Prinzipien beruhenden Gremiums in die nationalen Verwaltungstrukturen integriert werden. Dabei zeigt sich, dass die auf der nationalstaatlichen Ebene nach westlichen Vorbildern entwickelten Konzepte von Demokratisierung und Dezentralisierung im Prozess ihrer Umsetzung auf der lokalen Ebene umgearbeitet werden und im lokalen Kontext als Instrumente lokaler politischer Auseinandersetzung dienen. Dezentralsierung bewirkt in diesem Fall erst die wirksame Einbezieung von Hoachanas in das nationalstaatliche Verwaltungssystem und Demokratisierung eröffnet neue lokale politische Arenen."

Basler Afrika Bibliographien (BAB) is a centre of documentation and expertise on Namibia and southern Africa, located in Basel, Switzerland. The institution comprises an archive, a specialist library and a publishing house, in addition to offering scholarly, cultural and socio-political events.
Its books and documents on Namibia are of international renown, and are known among experts as the most comprehensive documentation outside of Namibia. Among its holdings is a collection of rare books with volumes on Africa going back to the 16th century, a large collection of African posters and extensive historical archives of images, sound recordings, manuscripts and ephemera. Its collections are complemented by scholarly publication activities.

Medic’ Angola came into being in 1971 in Zurich as a 'working group for medical support for the Angolan People.' From 1976, the group called itself Kämpfendes Afrika after the journal of the same name that had been published by Medic' Angola since November 1971. Kämpfendes Afrika was a political solidarity organization that devoted itself to the support of African Liberation Organizations in Switzerland. To this end, it set about building a dense network of contacts with several national liberation movements, especially in southern Africa. It supported these materially and financially and conducted intense publicity activities. This inventory lists an extensive archival collection on the solidarity group, which disbanded in 1988.

What Makes Borders Real : In the Namibia-Zambia and Uganda-South Sudan Borderlands

PhD Dissertation - "Some argue that the territorial boundaries of African countries, having largely survived the transition to independence, are now like a poorly tailored suit: It does not fit in many places but African leaders have by and large accepted that they and their societies must somehow try to wear it. But has history stood still since independence? What is the everyday reality of those who live with these inherited colonial boundaries today? This dissertation investigates how competing claims of territory, authority and citizenship are negotiated between state representatives and residents in the Namibia-Zambia and Uganda-South Sudan borderlands. It asks: What kinds of governance regimes result from these negotiations? From considering these questions emerges the argument that borders do not only exist as an abstract construct, separate from or above the people and territories they are supposed to separate. Borderland actors in the study regions instead actively engage, challenge and thereby reshape the state, over time and repeatedly. They contribute to fine-tuning the state in ways that do not necessarily undermine or hollow it out. However, there are clear differences in how this happens between the more peaceful setting of the Namibia-Zambia borderland, with its annual rhythm of life patterned according to the seasonal rise and fall of the Zambezi river, and the Uganda-South Sudan borderland, where the memory of recent and fear of future large-scale organised violence strongly affect daily life. This dissertation consists of two articles published in peer-reviewed journals and two chapters published in peer-reviewed edited volumes in 2007-2013, and a synopsis which discusses these works comparatively and introduces their wider conceptual framework. Allies in Apartheid: Western Capitalism in Occupied Namibia

"The struggle for Namibian independence is not one that has generated widespread attention or support from the people of the Western industrialised countries. Much of this apathy is due, no doubt, to the failure of Western media corporations to report on their respective countries' economic and political relations with Namibia, which have been a violation of international law since 1971. The illegal aspects involved in any transaction with the South African administration in Namibia has compelled Western-based transnational corporations to obscure or lie about their involvement in Namibia, and has forced Western governments to engage in elaborate pretentions about finding a solution to the Namibian crisis. In general, the academic community has been silent as well. Given the informal demands of the tenure track process, few scholars have been willing to risk the opportunities for job security by exposing their country's illegal involvement in the suppression of Namibian independence. It is one thing to challenge one's relations with South Africa as being immoral, but fewer scholars or activisits have been willing to publicly confront their country's illegal relations with Namibia. Consequently, it was with great appreciation that the American Committee on Africa (ACOA) organised an international conference on Namibia in November 1982, bringing together dozens of activists and scholars from around the world to share their work and interest in Namibia. Speaking on behalf of the other participants, the conference was extremely educational and therapeutic. As a result of that conference, the global network of support for Namibia was enhanced, leading, in part, to the evolution of this manuscript. The 1982 conference in Washington DC served to awaken many of the participants to the overlapping probiems we all share in our work on Namibia. For the first time, many of us gained an understanding of how important it is to collaborate with each other on Namibia, much as Western governments and corporations have been doing for decades. The idea behind this book is to offer the reader the same international perspective on Namibia that developed out of the 1982 conference. Most of the contributors to this book were participants in that conference, and all are considered to be among the leading authorities on their respective countries' involvement in Namibia. Each of us is greatly indebted to the ACOA and especially to its Executive Director, Jennifer Davis, for creating the environment that helped to bring about this book. The contributions in this book are not copies of the papers presented to the 1982 conference (these may be obtained from the ACOA). Rather, each of the Namibian specialists involved in this manuscript have offered a unique insight into the issues and events that currently are shaping their country's relations with Namibia. This effort has not been without its casualties, most notably Alun Roberts' two-month detention by the South African authorities in Namibia while he was collecting data for this book. I also would like to give tribute to Anton Lubowski and Gotthardt Garoeb, two Namibians who suffered imprisonment and harassment from the South African occupation forces in Namibia after they guided me around Namibia in 1985. The contributors to this book hope that in some way our 'detective work' will hasten the independence and self-determination of Namibia. For this reason, we offer all our royalties from this publication to the South West African People's Organization which is leading the independence struggle against the white-minority regime of South Africa."

"The study examines the interaction of missionaries and clergymen with the colonial administration in South West Africa/Namibia under German rule (1884-1915). It seeks to put forward a new, more specific picture of members of religious societies often characterised as "advocates of the natives" or "collaborators of the colonial state". On the basis of detailed archival research of German, Namibian, Finnish, South African and English archival sources the study aims at providing sufficient evidence for the argument that it is not only misleading, but historically incorrect to characterise mission, church and state relations in a colonial society by general terms such as "collaboration" or "opposition", arguing against the assumption that the groups involved had homogeneous social and political structures. "...this is a well-researched and judicious piece of scholarship which will be of lasting value as a guide to the organization of religious life under German colonialism"
