Title A name given to the resource Late Pleistocene Sedimentary Environment of the "Homeb Silts" Deposits, along the Middle Kuiseb River in the Namib Desert, Namibia Description An account of the resource In the Namib, the tectonic and geographic setting of the area means that there are no large lake basins, and relict aeolian deposits appear to be quite rare. This has posed severe problems for reconstructing palaeoclimates in this region. In addition, there are significant problems with developing a well-dated chronology of events, as well as in the interpretation of the dated evidence for hydrologic and climatic changes. The Late Pleistocene "Homeb Silts" have been interpreted in previous studies as follows: (1) dunedamed lake sediments indicating an arid environment; (2) river end-point deposits indicating arid conditions; (3) flood plain sediments of an aggrading river indicating a semi-arid environment and (4) river flood slack water sediments indicating a wet environment and intense precipitation events in the headwaters. In this present study, sedimentary facies of the "Homeb Silts" were re-described and interpretation of the sedimentary environment changes that resulted in their deposition re-assessed. The conclusions are as follows: (1) The "Homeb Silts" were deposited during ca. 26 to 19 k yrs BP (ca. 25 to 19 k cal yrs BP) as indicated by eleven AMS 14C measurements; (2) Almost all of the "Homeb Silts" were deposited under wet conditions by fluvial floods, except during the early depositional phase; (3) The "Homeb Silts" have recorded some detailed environmental changes during ca. 26 to 19 k yrs BP (ca. 25 to 19 k cal yrs BP); and, (4) Depositional events caused by similar climatic events in recent years have occurred, like heavy rains and flood events in the headwaters. In any agrarian society, the problems of poverty and marginalisation are never far removed from those of land and land tenure. The Namibian San groups have been dispossessed of most of their ancestral lands. On those lands they still occupy, there are almost always substantial issues of resource overuse, environmental degradation, occupation by non-San groups, illegal grazing, forced resettlement, the unclear legal status of communal lands, and even ongoing government threats to dispossess San of their lands. The next four chapters deal with the threats to San lands in four distinct parts of the country, and with the legal issues raised by these threats. Common threads are an inadequate legal basis for San land tenure, an unwillingness on the part of the Namibian Government to defend San interests, and a lack of legal resources to defend San land rights. Title A name given to the resource “God stopped making land!” Land Rights, Conflict and Law in Namibia’s Caprivi Region Description An account of the resource Firstly, while the land reform issue in Namibia is driven by the domination of primarily white-owned commercial farms in the centre of the country, almost half of the land in Namibia is communally owned, not privately owned. Virtually all authorities on the broad issue of “land reform” have pointed out that without careful attention and improvement of land use and agricultural practices in the communal areas, there can be no meaningful land reform in the commercial areas. Thus, the whole question of how land is used in the communal areas and how that use can be made both more efficient and more supportive of the communities living in these areas can be seen as central to the problem of communal land reform. There are over one million people living on communal lands in Namibia – far too many for either effective resettlement in the commercial areas or absorption into the urban economy, so these people must be able to live productive lives with adequate income in their communal villages. Because Caprivi is the poorest region in the country, and because it is entirely communal land with well-organised traditional villages and great agricultural potential, Caprivi is an appropriate place in which to ask important questions about the prospects of communal land in Namibia in the future. This is perhaps increasingly important in view of the Millennium Development Goals that the Government of Namibia has embraced. Title A name given to the resource Some Notes on the so-called Heitsi-Eibeb Graves in Namibia: Ancient Heaps of Stones at the Roadside Description An account of the resource When the early European settlers and travellers in South Africa looked for traces of the religion of the indigenous peoples they did not find any temples or altars or religious services. They only observed how the Khoekhoen (whom they called Hottentots) and the San (Bushmen) threw stones or branches on certain cairns when they passed by and showed obvious signs of reverence to these places. When the people were asked why they did this they said that this was their custom yet they could not give any further explanation. During the 19th century it became known that such a cairn was the grave of their deity but that, as there were many of such “graves”, he was not actually buried in them. In Namibia the heaps of stones were and still are called “Heitsi-eibeb graves”. They seemed to offer the clue for learning about Heitsi-eibeb and the old Khoe and San (= Khoisan) religion(s). Therefore particular attention has been given to this Southern African special characteristic and the number of references is immense; the following collection of notes is but a random selection made over more than 50 years. First three basic topics have to be discussed: Heitsi-eibeb, common graves and, in more detail, Heitsi-eibeb graves. Later I shall add my own observations, mainly based on interviews in 1981 at various places in Namibia when I tried to learn somewhat more about Haiseb. Title A name given to the resource Vegetation structure of the biomes in southwestern Africa And their precipitation patterns Description An account of the resource Southwestern Africa contains diverse biomes. The amount of the annual precipitation of this area has been traditionally thought to be the most important controlling factor to the differentiation of the biomes. However, this territory experiences the summer rain type and winter rain type. Those two different precipitation patterns should result in the different mechanisms to control the distribution of the biomes. This study intends to clarify the relationships between the distribution of the biomes and the summer rain type and winter rain type, knowing the vegetation structure in terms of the growth forms of the dominant plants. Studies were conducted in the area southwestern Africa, including major biomes of the southern Africa. Grassland, Nama-karoo and Savanna appear in the area with the summer rain type. Both of Succulent karoo and Fynbos appear in the area with the winter precipitation type. The amount of winter precipitation of those two biomes is much higher than that of the other tree biomes. This higher amount of winter precipitation encourages the dominance of evergreen woods and succulents in those two biomes. Especially the succulents efficiently utilize the winter precipitation. This leads to the dominance of the succulents on those two biomes. Title A name given to the resource FACTORS CONTROLLING GEOGRAPHICAL DISTRIBUTION IN SAVANNA VEGETATION IN NAMIBIA Description An account of the resource Here, I describe the geographical distribution of the savanna types in Namibia and identify the factors controlling the occurrence of each savanna type in relation to the amount of annual precipitation and the various physiographical regions, including the mopane (Colophospermum mopane) area. The different types of savanna can be distinguished on the basis of the leaf habits of the dominant vegetation: deciduous, evergreen nanophyll, and evergreen notophyll. In general, vegetation performance (i.e., vegetation cover and maximum height) was positively correlated with the amount of annual precipitation. However, the occurrence of a particular savanna type coincided well with physiographical region regardless of the amount of annual precipitation received. Deciduous savanna occurred primarily in the Central Highland and had the smallest total vegetation cover among the three types. The dry soil of this region determined inevitably the deciduous leaf habit of the vegetation during the dry season and thus the smallest total vegetation cover. Evergreen nanophyll savanna was found mainly in the Mega Kalahari, where I observed a clear relationship between the amount of annual precipitation and total vegetation cover. The soil moisture in this region favored an evergreen leaf habit, even in the dry season, resulting in the effective use of soil water throughout the year. This probably accounted for the large increase in total vegetation cover with increasing annual precipitation. Evergreen notophyll savanna exclusively appeared in the mopane area, regardless of the physiographical region, and had the largest total vegetation cover, apparently as a result of the ecological characteristics of mopane. Therefore, it appears that the geographical distribution of the various savanna types in Namibia is principally controlled by two different factors that are independent of the amount of annual precipitation: the water-holding capacity of the soil and the ecological characteristics of mopane. Title A name given to the resource Help Wanted: Sex Workers in Katutura, Namibia Description An account of the resource Two issues have been at the forefront of public discourse regarding commercial sex work in Namibia: HIV/AIDS and legal reform. Although there has been significant legal reform in other areas, the Combating of Immoral Practices Act (No. 21 of 1980) which was enacted during the colonial era remains unchanged in regards to commercial sex. The Act criminalises several sex-related activities including soliciting sex in public, pandering, and keeping a brothel. It is genderbiased, mentioning women but not men as those who potentially sell sex. Research has proven that Namibian sex workers are at great risk of contracting HIV/AIDS, are often forced to have unsafe sex, and suffer from sexual violence and police harassment. (LAC 2002, LeBeau 2007). The Legal Assistance Centre (LAC) has been at the forefront of the efforts to decriminalise sex work. It is believed that removing the criminality from sex work will empower sex workers to better negotiate safer sex practices and protect their human rights. However, decriminalisation remains a controversial issue and has not been supported by the government, church organisations, or the general public (LAC 2002). Morality and national pride seem to be the justification for the continuation of the marginalisation of sex workers. LAC’s research, conducted by their Gender Research and Advocacy Project in 2001 and published as a report entitled Whose Body is it?: Commercial Sex Work and the Law in Namibia, is the largest and most comprehensive study of sex work in Namibia. One hundred and forty-eight sex workers from five different towns were interviewed. In this paper I will present the findings from interviews conducted with 62 sex workers in 2006 and compare these findings with LAC’s research to see if the profile or situation of sex workers has changed over the last five years. A comparison of the two data sets suggests that the risk of physical abuse, police harassment, and forced unsafe sex are increasing and that criminality of sex work forces sex workers to operate under life-threatening conditions.
