The question of dynamics of change with an emphasis on contributions of local actors is important for Hai//om (and !Kung) Bushmen who, as well as other Bushmen, have long been seen as influenced by others and as being exposed to change. Title A name given to the resource Labour Resource and Research Institute (LaRRI) Description An account of the resource The Labour Resource and Research Institute (LaRRI) is a vibrant Namibian based research and education institute committed to the overall political and economic independence of all working people in Namibia and beyond. The institute fights for a fair, just social and economic Namibian society through labour research,education, and lobbying and advocacy. The institute believes that the nature and scope of labour research is informed by the struggles and experiences of the working people and consequently shaped by their values, principles and their world view. It is no doubt that labour is the primary source of value but many workers continue to be exploited and undervalued. LaRRI was therefore established in 1998 to seek answers to the existing economic and social order with a view to provide alternative developmental agenda in favour of the working class. Unionization rates in Namibia are high. 30 trade unions grouped into two federations represent over 100,000 workers. Namibia has no minimum wage, but trade unions have managed to negotiate minimum wage agreements in both the agricultural and construction sectors. Despite some success in the traditional sectors, Namibian Unions still face many challenges, and will have to improve their recruitment strategies and organize their workers in non-traditional sectors. Unions need to develop effective strategies to influence socio-economic policies in favor of the workers and the poor that span beyond the workplace. LaRRI offers a range of short and medium term courses for trade union leaders, organizers, and shopstewards in Namibia and the Southern African Development Community (SADC) region. Courses offered include: political economy, globalization, export processing zones (EPZs), structural adjustment programmes (SAPs) collective bargaining, affirmitive action, and gender issues. In addition, LaRRI offers an accredited labour diploma course, which is run in cooperation with the Workers College, the University of KwaZulu-Natal in South Africa, and the University of Namibia. Besides its research reports, LaRRI has published a range of seminar papers and articles for local and international publications. LaRRI has also produced popular booklets for trade unions, most of which are available on LaRRI’s website and the resource center. LaRRI is a founding member of the African Labour Research Network (ALRN), which carries out research projects for trade unions across Africa. LaRRI continuously updates and expands its resource centre, which now contains a range of books and periodicals on various topics like trade unions in Namibia and the SADC region, industrial relations, gender equality, international trade unions, HIV/Aids, the Namibian economy, occupational health and safety, as well as UNDP and ILO publications. Title A name given to the resource Valentina, The Exile Child: An Autobiography by Rachel Valentina Nghiwete Description An account of the resource "On the dawn of Namibia's independence from South African rule in 1990, around 43,000 exiles were repatriated to the country formerly known as South West Africa. Of these, many had left their country of birth to flee the brutality of South Africa's apartheid regime, and/or to join the struggle (political and armed) for Namibia's liberation, waged primarily by the South West Africa People's Organization (SWAPO). But included in the 43,000, were about 20,000 children who had never set foot in or fully experienced the country to which they were being repatriated, having been born to and/or raised by exiled soldiers and refugees of the struggle. In Namibia, these children are often referred to simply as 'exile kids', though the country's Government officially recognizes them as "The Children of the Liberation Struggle". Rachel Valentina Nghiwete, is one such 'exile kid', born in the SWAPO camps of Kwanza-Sul, Angola, in 1979, to Namibian soldiers fighting under SWAPO's banner. Title A name given to the resource VEGETATION CHANGES AND USE OF PALMS AS A BUILDING MATERIAL BY OVAMBO AGRO-PASTORALISTS IN NORTH-CENTRAL NAMIBIA Description An account of the resource This paper focuses on the mutual transition between vegetation and timber use by the Ovambo people in north-central Namibia and their use of palms for timber in recent years. The vegetation around the research area was characterized as Mopane savanna, dominated by Colophospermum mopane. Historically, the Ovambo used mainly Mopane trunks for timber. However, as bush encroachment advanced in some parts of north-central Namibia, residents were forced to collect Mopane timber from the south. Since the 1970s, however, collecting Mopane has become difficult, and the inhabitants have therefore begun to use palm petioles for timber. Because the use of this resource requires many palm petioles, an environment conducive to grow many palms is required to make this option feasible. The vegetation configuration of this environment was formed mainly by three factors: (1) the unique fl ood terrain initially dispersed palm seeds over a wide area, (2) humans involuntarily dispersed seeds after eating, (3) palms were conserved by the residents. Thus, the increased use of palms emerged at a point of intersection between a change in vegetation patterns and a change in plant use by humans. The critical points of this use are its sustainability and the maintenance of traditional building complexity. Title A name given to the resource Vegetation structure of the biomes in southwestern Africa And their precipitation patterns Description An account of the resource Southwestern Africa contains diverse biomes. The amount of the annual precipitation of this area has been traditionally thought to be the most important controlling factor to the differentiation of the biomes. However, this territory experiences the summer rain type and winter rain type. Those two different precipitation patterns should result in the different mechanisms to control the distribution of the biomes. This study intends to clarify the relationships between the distribution of the biomes and the summer rain type and winter rain type, knowing the vegetation structure in terms of the growth forms of the dominant plants. Studies were conducted in the area southwestern Africa, including major biomes of the southern Africa. Grassland, Nama-karoo and Savanna appear in the area with the summer rain type. The results reveal the following: 1. About 5000–7000 years ago, wetter conditions prevailed in the Kuiseb River basin, forming a wider riverbed than at present. 2. About 600 years ago, a low terrace formed. The low terrace was characterized by the growth of acacia trees and other vegetation, which trapped and accreted aeolian sand. 3. About 400 years ago, the trapped and accumulated sand began to form a sand dune, eventually killing the tree population. 4. At the present time, all of the buried acacia trees have died and have been replaced by salvadora bushes, which continue to trap sand and increase the size of the dune. 5. Plants such as Acacia erioloba, Faidherbia albida, and Acanthosicyos horridus are very important food sources and shade plants for the local Topnaar people and their livestock. The succession of vegetation in response to environmental change has a profound impact on life in the Kuiseb River area, owing to the harsh environmental conditions and scarce plant life in the region. For this reason, it is argued that livestock herders avoided the Kalahari in the past and were only able to establish themselves in the later half of the twentieth century, when deep-reaching boreholes were introduced in the area. An effect of this concept was that the archaeological record of pastoralists in the Kalahari either was perceived as non-existent or received little attention from scientific enquiry. Based on an archaeological survey in the Kalahari of the northeastern part of Namibia, the purpose of this study is to construct an alternative approach to the archaeology of livestock herding. The aim is to contribute to a better understanding of the areas unrecorded land-use history. I depart from the notion that the main ecological constraint for dryland pastoralism is the availability of dry season water and fodder resources. For this reason, the fundamental basis for a pastoral land-use system is places that contain dry season resources. By reviewing recent ecological research, historical and anthropological accounts and previous archaeological research, I establish a link between livestock herders’ procurement of dry season key resources and the practice of digging wells. The link can be motivated from the pastoral ambition of accumulating livestock and high water requirements in the restrained dry season. On this basis, I suggest that artificial wells are useful indicators of pastoral land use in the Kalahari. The most crucial task for the study is to address the archaeological visibility of pastoral well sites. By a research approach integrating the theoretical understanding of pastoralism and a methodology including ecology, archaeology, history and the knowledge of the people who keep livestock in the region today, the archaeological survey revealed 40 well sites, including nearly 200 well structures that have all been used for watering livestock. However, it would be unfortunate if a study of pastoral wells would solely address the ecological foundation and the archaeological visibility of pastoralism. I suggest that the wells signify the labour of peoples with common or separate histories, with or without own herds, but probably talked about in relation to herds. I will also argue that the wells can be used for tracking and reconstructing a pastoral land-use system that predated the colonial era. Furthermore, the wells can be used to identify changes of the land-use that took place during the twentieth century, which involved that livestock herding was more or less abandoned in large parts of northwestern Kalahari. The study surmises that the critical historical perspective is valuable for development projects and conservationist interventions active in the region, especially in the light of the recent trends in the dryland ecology, which shows a larger appreciation for the indigenous understanding of the management of dryland ecosystems. But has history stood still since independence? What is the everyday reality of those who live with these inherited colonial boundaries today? This dissertation investigates how competing claims of territory, authority and citizenship are negotiated between state representatives and residents in the Namibia-Zambia and Uganda-South Sudan borderlands. It asks: What kinds of governance regimes result from these negotiations? From considering these questions emerges the argument that borders do not only exist as an abstract construct, separate from or above the people and territories they are supposed to separate. Borderland actors in the study regions instead actively engage, challenge and thereby reshape the state, over time and repeatedly. They contribute to fine-tuning the state in ways that do not necessarily undermine or hollow it out. However, there are clear differences in how this happens between the more peaceful setting of the Namibia-Zambia borderland, with its annual rhythm of life patterned according to the seasonal rise and fall of the Zambezi river, and the Uganda-South Sudan borderland, where the memory of recent and fear of future large-scale organised violence strongly affect daily life.
