The institution comprises an archive, a specialist library and a publishing house, in addition to offering scholarly, cultural and socio-political events.&#13;

Its books and documents on Namibia are of international renown, and are known among experts as the most comprehensive documentation outside of Namibia. Among its holdings is a collection of rare books with volumes on Africa going back to the 16th century, a large collection of African posters and extensive historical archives of images, sound recordings, manuscripts and ephemera. Its collections are complemented by scholarly publication activities.</text>

It is the only organisation of its kind in Namibia. It has a head office in Windhoek, Namibia's capital, along with two regional offices. It is funded by national and international donor organisations as well as individuals. Its work is supervised by the Legal Assistance Trust, whose trustees include legal practitioners, other professionals and community leaders.&lt;/span&gt;

&lt;/ul&gt;&lt;p&gt;&lt;strong&gt;Litigation&lt;/strong&gt;&lt;br /&gt;The Legal Assistance Centre is a public interest law firm based in Windhoek.The LAC only takes on public interest cases. A public interest case is a legal case which will have a wider impact on the community than just assisting the individual concerned. Such a case may establish a new legal rule, which will change the law for the entire country or address a discriminatory policy or practice. Or it may attract attention to a problem that is affecting many people.&lt;/p&gt;
&lt;p&gt;Examples of cases taken up by the Legal Assistance Centre include:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;The right of a school learner to return to school after her child was born&lt;/li&gt;

                <text>This study on the San of Namibia has again brought to light the need for a more broad-based approach involving all stakeholders, through participatory democracy, a legal framework for the recognition and enforcement of the rights of indigenous and marginalised peoples, and the establishment of a mechanism for participation and consultation. Such legal framework must be based on the United Nations Declaration on the Rights of Indigenous Peoples, which Namibia has endorsed, and the International Labour Organization (ILO) Convention No. 169 on Indigenous and Tribal Peoples, which I hope Namibia will ratify soon. This study report is a stark reminder of the situation in which the San people live, and I trust that it will be widely distributed to gain societal understanding and appreciation of the need for specific legislation, programmes and projects aimed at ensuring equal enjoyment of all human rights and improvement of the lives of the San people.</text>

A group of people believes that HDC-op should aim at promoting human rights. Lately HDC-op has expanded and the projects are getting bigger. As a result HDC-op has been criticized and some even go as far as saying that it is useless while other say that it is very helpful. Three projects run by the Icelandic International Human Development Agency (ICEIDA) in Namibia are examined from the legal point of view. Then the compatibility of selected ICEIDA development projects in Namibia with international human rights standards is considered to see to what extend the ICEIDA projects promote human rights and to evaluate whether and to what extent they might better promote these aims. In order to do that the project are compared with the human rights section of the Namibian and the Icelandic constitutions as well as different treaties which these countries have ratified as well as the Millennium Development Goals (MDG).</text>

                <text>PhD Dissertation - "During the peak of apartheid, the South African Defence Force (SADF) killed close to a thousand Namibian exiles at Cassinga in southern Angola. This happened on May 4 1978. In recent years, Namibia commemorates this day, nationwide, in remembrance of those killed and disappeared following the Cassinga attack. During each Cassinga anniversary, survivors are modelled into „living testimonies‟ of the Cassinga massacre. Customarily, at every occasion marking this event, a survivor is delegated to unpack, on behalf of other survivors, „memories of Cassinga‟ so that the inexperienced audience understands what happened on that day. Besides survivors‟ testimonies, edited video footage showing, among others, wrecks in the camp, wounded victims laying in hospital beds, an open mass grave with dead bodies, SADF paratroopers purportedly marching in Cassinga is also screened for the audience to witness the agony of that day. Interestingly, the way such presentations are constructed draw challenging questions. For example, how can the visual and oral presentations of the Cassinga violence epitomize actual memories of the Cassinga massacre? How is it possible that such presentations can generate a sense of remembrance against forgetfulness of those who did not experience that traumatic event? When I interviewed a number of survivors (2007 - 2010), they saw no analogy between testimony (visual or oral) and memory. They argued that memory unlike testimony is personal (solid, inexplicable and indescribable). Memory is a “true picture” of experiencing the Cassinga massacre and enduring pain and suffering over the years. In considering survivors‟ challenge to the visually and orally obscured realities of the Cassinga massacre, this study will use a more lateral and alternative approach. This is a method of attempting to interrogate, among other issues of this study, the understanding of Cassinga beyond the inexperienced economies of this event production. The study also explores the different agencies, mainly political, that fuel and exacerbate the victims‟ unending pathos. These invasive miseries are anchored, according to survivors, in the “disrupted expectations” or forsaken human dignity of survivors and families of the missing victims, especially following Namibia‟s independence in 1990."</text>

                <text>Katutura, located in Namibia’s major urban center and capital, Windhoek, was a township created by apartheid, and administered in the past by the most rigid machinery of the apartheid era. Namibia became a sovereign state in 1990, and Katutura reflects many of the changes that have taken place. No longer part of a rigidly bounded social system, people in Katutura today have the opportunity to enter and leave as their personal circumstances dictate. Influenced in recent years by significant urban migration and the changing political and economic situation in the new South Africa, as well as a myriad of other factors, this diverse community has held special interest for the author who did fieldwork there for several years prior to 1975. Pendleton’s recent visits provide a rich comparison of life in Katutura township during the peak of the apartheid years and in the post-independence period. In his systematic look at urbanization, poverty, stratification, ethnicity, social structure, and social history, he provides a compassionate view of the survivors of the unstable years of apartheid.</text>

                <text>This study investigated seasonal trends of surface temperature and rainfall from 1979 to 2007 in southern Africa. In recent years, annual rainfall has decreased over the African continent from the equator to 20ºS, as well as in Madagascar. On the other hand, annual mean surface temperature has shown an increasing trend across the whole region, with particularly large rates of increase in Namibia and Angola. The spatial and temporal structures of trends in rainfall and surface temperature have apparent seasonality, with rainfall in Angola, Zambia, and Namibia tending to decrease from December to March, and surface temperature from Namibia to southeastern South Africa tending to increase from July to October. To clarify the relationship between the seasonal trend and the interannual variation of the seasonal march of rainfall, empirical orthogonal function (EOF) analysis was applied to pentad rainfall data. The first and second modes of temporal structures showed strong seasonality, and their seasonal marches modulated after 1987 and 1995, respectively. These modulations included delay in rainy season onset, early withdrawal of the rainy season, and weak rainfall.</text>

Its books and documents on Namibia are of international renown, and are known among experts as the most comprehensive documentation outside of Namibia. A public interest case is a legal case which will have a wider impact on the community than just assisting the individual concerned. Such a case may establish a new legal rule, which will change the law for the entire country or address a discriminatory policy or practice. Or it may attract attention to a problem that is affecting many people.&lt;/p&gt;
&lt;p&gt;Examples of cases taken up by the Legal Assistance Centre include:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;The right of a school learner to return to school after her child was born&lt;/li&gt;
&lt;li&gt;The right of an accused in a complicated criminal trial to obtain legal aid&lt;/li&gt;

                <text>At independence, apartheid policy was abolished and the new Constitution introduced the right of all Namibians to reside and settle in any part of the country. This provoked a dramatic increase of informal settlement in Windhoek, mostly around Katutura. Many living in overcrowded conditions in Katutura moved onto vacant land nearby and many migrants from impoverished rural areas joined them. These newly settled urban residents lived in very unhygienic conditions, without easily accessible water and sewerage facilities. In the early days of informal settlement in Windhoek, the Windhoek City Council (WCC) seemed powerless to stem the tide. Currently, the growing poorer city population profile points at a lower capacity of the city to generate income from rates and taxes annually. The WCC has attempted in recent years to match affordability levels (ability to pay) with an appropriate basic service for the city’s poor population.</text>

It is the only organisation of its kind in Namibia. It has a head office in Windhoek, Namibia's capital, along with two regional offices. It is funded by national and international donor organisations as well as individuals. Its work is supervised by the Legal Assistance Trust, whose trustees include legal practitioners, other professionals and community leaders.&lt;/span&gt;

&lt;/ul&gt;&lt;p&gt;&lt;strong&gt;Litigation&lt;/strong&gt;&lt;br /&gt;The Legal Assistance Centre is a public interest law firm based in Windhoek.The LAC only takes on public interest cases. A public interest case is a legal case which will have a wider impact on the community than just assisting the individual concerned. Such a case may establish a new legal rule, which will change the law for the entire country or address a discriminatory policy or practice. Or it may attract attention to a problem that is affecting many people.&lt;/p&gt;
&lt;p&gt;Examples of cases taken up by the Legal Assistance Centre include:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;The right of a school learner to return to school after her child was born&lt;/li&gt;
&lt;li&gt;The right of an accused in a complicated criminal trial to obtain legal aid&lt;/li&gt;
&lt;li&gt;The right of a widow to keep the land she lived on during her marriage after the death of her husband&lt;/li&gt;
&lt;li&gt;The right of a HIV-positive person not to be dismissed from employment based on their HIV status&lt;/li&gt;

                <text>Dissertation (LLM) - Namibia has since gaining its independence managed to build a strong mining industry and a solid regulatory framework to govern it. Many foreign investors have looked to Namibia’s mining industry to invest in this growing sector over the years. However, the 2008 global economic recession saw the mining industry of Namibia suffering tremendously from the diminishing ore reserves and low commodity prices. However, in spite of these challenges, the mining industry has continued to attract foreign investments into the industry. This has also come with its share of implications which are felt by the sector as a whole. This research raises the need for the government of Namibia to amend existing legislation on mining and introduce laws and policies that will aid in overcoming these challenges. In the light of the above, this study argues that while there has been a recent decline in the mining sector of Namibia since 2008 as a result of diminishing ore reserves and low commodity prices, which have negatively affected the mining industry in Namibia, the amendment of the laws in extant and enactment of new ones with improved policies could turn the evil tide presently besetting the mining companies and the Namibian mining industry as a whole.</text>

&lt;/ul&gt;&lt;p&gt;&lt;strong&gt;Litigation&lt;/strong&gt;&lt;br /&gt;The Legal Assistance Centre is a public interest law firm based in Windhoek.The LAC only takes on public interest cases. A public interest case is a legal case which will have a wider impact on the community than just assisting the individual concerned. Such a case may establish a new legal rule, which will change the law for the entire country or address a discriminatory policy or practice. Or it may attract attention to a problem that is affecting many people.&lt;/p&gt;
&lt;p&gt;Examples of cases taken up by the Legal Assistance Centre include:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;The right of a school learner to return to school after her child was born&lt;/li&gt;
&lt;li&gt;The right of an accused in a complicated criminal trial to obtain legal aid&lt;/li&gt;

&lt;li&gt;The right of a HIV-positive person not to be dismissed from employment based on their HIV status&lt;/li&gt;

                <text>In 1990, Namibia emerged from colonial rule with a skewed distribution of agricultural land and high levels of poverty. The new government led by SWAPO Party initiated a process to address the land question within the first few months of Independence. A National Conference on Land Reform and the Land Question in 1991 was the foundation on which the Namibian government developed its land reform programme. The Ministry of Lands, Resettlement and Rehabilitation started in 1990 to acquire freehold farmland for subdivision and allocation to previously disadvantaged Namibians. This component of redistributive land reform was complemented by the Affirmative Action Loan Scheme (AALS) established in 1992. The AALS provided subsidised loans to previously disadvantaged Namibians to acquire large-scale commercial farms under freehold title. The primary objectives of land reform in Namibia were to address injustices which largescale land dispossession had brought about, and to reduce poverty and inequality. However, little empirical work has been done to assess the impact of land redistribution on poverty levels and the livelihoods of beneficiaries. The most comprehensive survey on the impact of land redistribution was conducted by the Permanent Technical Team on Land Reform (PTT) in 2003/04. The primary objective of this survey on “livelihoods after land reform” is to add to the existing body of knowledge on land redistribution. Through case studies in Hardap and Omaheke Regions, the survey explored the extent to which land redistribution is reducing poverty and meeting livelihood improvement objectives.</text>

                <text>PhD Dissertation - "Some argue that the territorial boundaries of African countries, having largely survived the transition to independence, are now like a poorly tailored suit: It does not fit in many places but African leaders have by and large accepted that they and their societies must somehow try to wear it. But has history stood still since independence? What is the everyday reality of those who live with these inherited colonial boundaries today? This dissertation investigates how competing claims of territory, authority and citizenship are negotiated between state representatives and residents in the Namibia-Zambia and Uganda-South Sudan borderlands. It asks: What kinds of governance regimes result from these negotiations? From considering these questions emerges the argument that borders do not only exist as an abstract construct, separate from or above the people and territories they are supposed to separate. Borderland actors in the study regions instead actively engage, challenge and thereby reshape the state, over time and repeatedly. They contribute to fine-tuning the state in ways that do not necessarily undermine or hollow it out. However, there are clear differences in how this happens between the more peaceful setting of the Namibia-Zambia borderland, with its annual rhythm of life patterned according to the seasonal rise and fall of the Zambezi river, and the Uganda-South Sudan borderland, where the memory of recent and fear of future large-scale organised violence strongly affect daily life. This dissertation consists of two articles published in peer-reviewed journals and two chapters published in peer-reviewed edited volumes in 2007-2013, and a synopsis which discusses these works comparatively and introduces their wider conceptual framework.
