                <text>The link between security and development has been rediscovered after 9/11 by a broad range of scholars. Focusing on Southern Africa, the Security-Development Nexus shows that the much debated linkage is by no means a recent invention. Rather, the security/development linkage has been an important element of the state policies of colonial as well as post-colonial regimes during the Cold War, and it seems to be prospering in new configurations under the present wave of democratic transitions. Contributors focus on a variety of contexts from South Africa, Mozambique and Namibia, to Zimbabwe and Democratic Congo; they explore the nexus and our understanding of security and development through the prism of peace-keeping interventions, community policing, human rights, gender, land contests, squatters, nation and state-building, social movements, DDR programmes and the different trajectories democratization has taken in different parts of the region.</text>

The contributions to this Discussion Paper present attempts to do this by means of surveys on democratic attitudes in Mozambique and Namibia respectively as well as by exploring the degree of commitment to and violation of human rights in a comparative perspective in Namibia and South Africa. They illustrate attitudes by offering empirical evidence of the preferences and views of local people, as well as by examining the track record of a human rights culture. In doing so, by going beyond a level of theoretical analysis, they offer concrete evidence of attitudes prevalent among both individuals and state agencies in societies of Southern Africa.</text>

                <text>This report explores the interface between recent socio-political changes in Namibia, and the way they are reflected in emergent musical practices and identities within the country. The potential tension between unity and diversity is investigated within musical landscapes in traditional and contemporary frames. Sadly, diversity is often seen to be the precursor of divisiveness rather than a product of human creativity and ingenuity. Based on a decade of field research undertaken mainly in the north and central areas of Namibia since 1993, this report poses questions about fundamental purposes of music-making, and the conscious response of people to the contemporary Namibian socio-political situation. It provides a broad overview of music emanating from different cultural practices in Namibia, and relates this to the State's political strategies for ensuring unity and nation-building through policy-making, education and broadcast media. The changes that occur in musical practices are seen as strategic cultural choices and ongoing identity-formation.</text>

                <text>This Discussion Paper offers a revised lecture by Reinhart Kössler, which was originally presented to a Research Forum organised by The Nordic Africa Institute jointly with the Seminar for Development Studies of Uppsala University. It deals with aspects of rebuilding societies from below firstly in a general development studies discourse on a more theoretical level, considering aspects of the current debate on globalisation. This is followed by a concrete case study from southern Namibia. It illustrates local responses by the Witbooi-Nama in Gibeon to (re-)define identity within the context of a (nation-)state in a post-apartheid society. The paper is commented upon by two discussants (Per Strand and Henning Melber). The contributions reflect on the issue of social reconstruction in the context of (southern) Africa with reference to a particular marginalised group. They deal, among other things, with the question of social power and the "invention of tradition" in local efforts to gain from, or seek integration into, the nation building process.</text>

                <text>This Discussion Paper highlights in complementary ways problems and challenges for governance issues under centralised state agencies, which base their authority and legitimacy on a dominant party and its influence. The case study on Namibia argues for a need for parliamentary and administrative reform to improve the efficiency of lawmakers. The Botswana chapter explores the decision on the location of the country’s second university as an act without consultation of the local population. The Zimbabwe paper advocates an approach in favour of using the African Peer Review Mechanism as an instrument to assist in a change towards better governance. All the authors have intimate knowledge of the matters discussed through their own involvement with the respective cases and/or their individual positioning within these societies. This publication is among the final results of the project “Liberation and Democracy in Southern Africa” (LiDeSA), which was undertaken at the Institute between 2001 and 2006.</text>

In late 1989, the liberation movement was finally elected to power under United Nations supervision as the legitimate government. When the Republic of Namibia was proclaimed on 21 March 1990, the long and bitter struggle for sovereignty came to an end. This volume takes stock of emerging trends in the country's political culture since independence. The contributions, mainly by authors from Namibia and Southern Africa who supported the anti-colonial movements, critically explore the achievements and shortcomings that have been part of liberation in Namibia.</text>

It mainly addresses socioeconomic and gender-related issues in contemporary Namibia. Most of the contributors are either Namibian, based in Namibia or have undertaken extensive research in the country. Their interest as scholars and/or civil society activists is guided by a loyalty characterised not by rhetoric but by empathy with the people. They advocate notions of human rights, social equality and related values and norms instead of being driven by an ideologically determined party-political affiliation. Their investigative and analytical endeavours depict a society in transition, a society that is far from being liberated. Not surprisingly, this compilation explores the limits to liberation more than its advances.</text>

                <text>Since the establishment in 1962 of the Scandinavian Institute of African Studies, it has followed events in Southern Africa and has been active in disseminating information about the region through seminars and publications. In 1981 the situation in Namibia has been highlighted by intensification of the war as weIl as by diplomatic activities. In spite of temporary setbacks recent ly it can be anticipated that the liberation struggle in combination with diplomatic initiatives will result in an independent Namibia within this decade. In order to illuminate the role played by the Nordic countries in the liberation of Namibia the Scandinavian Institute of African Studies organized a seminar called "Namibia and the Nordic Countries" in March 1981. This booklet is a by-product of the seminar. Its aim is to outline the official positions of the Nordic governrnents (except Iceland) as regards Namibia. The emphasis is on the debate in the United Nations and on assistance towards the liberation of Namibia. Non-governmental assistance is also included as weIl as available information on trade between the Nordic countries and Namibia. Due to the special relationship between Finland and Namibia (i.e. Finnish missionary activity in Namibia since 1870) the section on Finland is more elaborate than those of the other Nordic countries. The historical background to the relations between Finland and Namibia as weIl as the various Finnish initiatives in the UN are outlined. The booklet has been written by research fellows at the Scandinavian Institute of African Studies.                   <text>&lt;span&gt;From the Legal Assistance Centre's Website:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;"The LAC's main objective is to protect the human rights of all Namibians. It is the only organisation of its kind in Namibia. It has a head office in Windhoek, Namibia's capital, along with two regional offices. It is funded by national and international donor organisations as well as individuals. Its work is supervised by the Legal Assistance Trust, whose trustees include legal practitioners, other professionals and community leaders.&lt;/span&gt;
&lt;p&gt;It works in five broad areas:&lt;/p&gt;

&lt;/ul&gt;&lt;p&gt;&lt;strong&gt;Litigation&lt;/strong&gt;&lt;br /&gt;The Legal Assistance Centre is a public interest law firm based in Windhoek.The LAC only takes on public interest cases. A public interest case is a legal case which will have a wider impact on the community than just assisting the individual concerned. Such a case may establish a new legal rule, which will change the law for the entire country or address a discriminatory policy or practice. Or it may attract attention to a problem that is affecting many people.&lt;/p&gt;
&lt;p&gt;Examples of cases taken up by the Legal Assistance Centre include:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;The right of a school learner to return to school after her child was born&lt;/li&gt;
&lt;li&gt;The right of an accused in a complicated criminal trial to obtain legal aid&lt;/li&gt;
&lt;li&gt;The right of a widow to keep the land she lived on during her marriage after the death of her husband&lt;/li&gt;
&lt;li&gt;The right of a HIV-positive person not to be dismissed from employment based on their HIV status&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Even if we cannot help you with your case, we may be able to give you information on your rights and on steps you can take to help yourself.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Legal Information and Advice&lt;/strong&gt;&lt;br /&gt;We provide legal information and advice on human rights in the following areas:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;&lt;a href="http://www.lac.org.na/projects/alu/aluobjective.html"&gt;HIV/AIDS&lt;/a&gt; - including advice on what to do if you are discriminated against, information on workplace policies, access to treatment for HIV.&lt;/li&gt;
&lt;li&gt;&lt;a href="http://www.lac.org.na/projects/grap/grapobjective.html"&gt;Gender Equality&lt;/a&gt; - including information on rape, domestic violence, sexual harassment in the workplace, inheritance, marriage, divorce and maintenance.&lt;/li&gt;
&lt;li&gt;&lt;a href="http://www.lac.org.na/projects/huricon/huriconobjective.html"&gt;Human Rights and the Constitution&lt;/a&gt; - such as the right to basic education, the right to health, citizenship, immigration issues and the right not to be tortured or ill-treated.&lt;/li&gt;
&lt;li&gt;&lt;a href="http://www.lac.org.na/projects/lead/leadobjective.html"&gt;Land, Environment and Development &lt;/a&gt;- including inheritance, conservancies, illegal fencing, environmental issues, and issues affecting especially disadvantaged groups such as the Himba and the San.&lt;/li&gt;

&lt;p&gt;&lt;strong&gt;Education and Training&lt;/strong&gt;&lt;br /&gt;We also run training workshops for communities and service providers (such as legal officials, traditional leaders, school principals, police and social workers) on:&lt;/p&gt;

It contains concrete, practical information about advocacy strategies such as petitions, press conferences, public demonstrations, and letter-writing campaigns, as well as detailed information on government structures and parliamentary procedures - and how to influence decision-making bodies and processes. The manual is written in simple English, with many photographs, illustrations, and examples. It includes actual case studies of advocacy efforts in Namibia. The manual is intended primarily for civil society, but the publishers say it will also be of interest to office-bearers at the local, regional, and national levels. It is best used as "textbook" for workshops on advocacy skills.
