Title A name given to the resource Changes in Natural Resource Use among Owambo Agro- Pastoralists of North-Central Namibia Resulting From The Enclosure of Local Frontiers Description An account of the resource Agro-pastoralists living in arid lands of Africa tend to have highly mobile lifestyles and to use natural resources widely and sparsely. Thus, they require frontiers with low population densities and sufficient natural resources. However, this study found that the enclosure of the local frontier has prompted social changes, such as the setting of conservation areas and the construction of new villages. The aim of this study was to clarify how Owambo agro-pastoralists living in north-central Namibia have changed their use of natural resources in response to transformations to the local frontiers they inhabit. The Owambo group consists of a number of subgroups. Some of these groups formed small kingdoms; most group members live at the kingdom's center surrounded by the frontier at the periphery. Since the 1970s, other people have migrated into these frontier areas and altered the local conditions, forcing inhabitants to change their use of natural resources. Local inhabitants have coped with this situation in three main ways: (1) wealthy people have established private cattle posts in the frontier where they graze their livestock and gather natural resources, (2) some (especially non-wealthy people) have started to use indigenous fruit trees in multiple and intensified ways, not only for their fruit but also as building materials and wood for fuel, and (3) older villagers have established social networks with newer villagers on the frontier to exchange goods that are available only from their respective areas. The progress of people who can access the natural resources in the frontier has been limited by the enclosure of the local frontier. However, local customs involving the reciprocal exchange of surplus natural resources among neighbors and neighboring areas remain and have been adapted in response to the new situation. Title A name given to the resource VEGETATION CHANGES AND USE OF PALMS AS A BUILDING MATERIAL BY OVAMBO AGRO-PASTORALISTS IN NORTH-CENTRAL NAMIBIA Description An account of the resource This paper focuses on the mutual transition between vegetation and timber use by the Ovambo people in north-central Namibia and their use of palms for timber in recent years. The vegetation around the research area was characterized as Mopane savanna, dominated by Colophospermum mopane. Historically, the Ovambo used mainly Mopane trunks for timber. However, as bush encroachment advanced in some parts of north-central Namibia, residents were forced to collect Mopane timber from the south. Since the 1970s, however, collecting Mopane has become difficult, and the inhabitants have therefore begun to use palm petioles for timber. Because the use of this resource requires many palm petioles, an environment conducive to grow many palms is required to make this option feasible. The vegetation configuration of this environment was formed mainly by three factors: (1) the unique fl ood terrain initially dispersed palm seeds over a wide area, (2) humans involuntarily dispersed seeds after eating, (3) palms were conserved by the residents. Thus, the increased use of palms emerged at a point of intersection between a change in vegetation patterns and a change in plant use by humans. The critical points of this use are its sustainability and the maintenance of traditional building complexity. Title A name given to the resource What Makes Borders Real : In the Namibia-Zambia and Uganda-South Sudan Borderlands Description An account of the resource PhD Dissertation - "Some argue that the territorial boundaries of African countries, having largely survived the transition to independence, are now like a poorly tailored suit: It does not fit in many places but African leaders have by and large accepted that they and their societies must somehow try to wear it. But has history stood still since independence? What is the everyday reality of those who live with these inherited colonial boundaries today? This dissertation investigates how competing claims of territory, authority and citizenship are negotiated between state representatives and residents in the Namibia-Zambia and Uganda-South Sudan borderlands. It asks: What kinds of governance regimes result from these negotiations? From considering these questions emerges the argument that borders do not only exist as an abstract construct, separate from or above the people and territories they are supposed to separate. Borderland actors in the study regions instead actively engage, challenge and thereby reshape the state, over time and repeatedly. They contribute to fine-tuning the state in ways that do not necessarily undermine or hollow it out. However, there are clear differences in how this happens between the more peaceful setting of the Namibia-Zambia borderland, with its annual rhythm of life patterned according to the seasonal rise and fall of the Zambezi river, and the Uganda-South Sudan borderland, where the memory of recent and fear of future large-scale organised violence strongly affect daily life. This dissertation consists of two articles published in peer-reviewed journals and two chapters published in peer-reviewed edited volumes in 2007-2013, and a synopsis which discusses these works comparatively and introduces their wider conceptual framework. The new government led by SWAPO Party initiated a process to address the land question within the first few months of Independence. A National Conference on Land Reform and the Land Question in 1991 was the foundation on which the Namibian government developed its land reform programme. Title A name given to the resource A Legal overview of Namibia's Mining Industry Description An account of the resource Dissertation (LLM) - Namibia has since gaining its independence managed to build a strong mining industry and a solid regulatory framework to govern it. Many foreign investors have looked to Namibia’s mining industry to invest in this growing sector over the years. However, the 2008 global economic recession saw the mining industry of Namibia suffering tremendously from the diminishing ore reserves and low commodity prices. However, in spite of these challenges, the mining industry has continued to attract foreign investments into the industry. This has also come with its share of implications which are felt by the sector as a whole. This research raises the need for the government of Namibia to amend existing legislation on mining and introduce laws and policies that will aid in overcoming these challenges. In the light of the above, this study argues that while there has been a recent decline in the mining sector of Namibia since 2008 as a result of diminishing ore reserves and low commodity prices, which have negatively affected the mining industry in Namibia, the amendment of the laws in extant and enactment of new ones with improved policies could turn the evil tide presently besetting the mining companies and the Namibian mining industry as a whole. It is the only organisation of its kind in Namibia. It has a head office in Windhoek, Namibia's capital, along with two regional offices. It is funded by national and international donor organisations as well as individuals. Its work is supervised by the Legal Assistance Trust, whose trustees include legal practitioners, other professionals and community leaders. Title A name given to the resource A Place We Want to Call Our Own: A Study on Land Tenure Policy and Securing Housing Rights in Namibia Description An account of the resource At independence, apartheid policy was abolished and the new Constitution introduced the right of all Namibians to reside and settle in any part of the country. This provoked a dramatic increase of informal settlement in Windhoek, mostly around Katutura. Many living in overcrowded conditions in Katutura moved onto vacant land nearby and many migrants from impoverished rural areas joined them. These newly settled urban residents lived in very unhygienic conditions, without easily accessible water and sewerage facilities. In the early days of informal settlement in Windhoek, the Windhoek City Council (WCC) seemed powerless to stem the tide. Currently, the growing poorer city population profile points at a lower capacity of the city to generate income from rates and taxes annually. The WCC has attempted in recent years to match affordability levels (ability to pay) with an appropriate basic service for the city’s poor population.
